Implementation of eTIR Brings Changes to Trans-Caspian Road Logistics

For those involved in cross-border TIR road transport between China and Central Asia, a significant—though easily overlooked—update has arrived for the Trans-Caspian route: in August, Turkmenistan, Uzbekistan, and Azerbaijan officially launched the eTIR (electronic TIR) system, marking the beginning of the end for the era of relying solely on paper documentation for Trans-Caspian TIR shipments.

Many freight forwarders and foreign trade professionals are familiar with traditional TIR procedures, where trucks carry a paper TIR carnet that is inspected and stamped by customs authorities in each country along the route. In contrast, eTIR is a digital version; shipment and vehicle data are transmitted to customs online in advance, eliminating the need to carry a physical booklet. This system primarily serves the China–Central Asia–Trans-Caspian route.

A brief overview of the transport route: domestic cargo travels through Central Asia, crosses the Caspian Sea via ferry from the Port of Turkmenbashi to the Port of Baku in Azerbaijan, and then proceeds toward West Asia. Previously, the biggest pain points on this route were the circulation of paper TIR carnets across multiple countries and manual stamping; the combination of ferry port queues and document processing often caused additional delays of 2 to 4 days.

With the implementation of eTIR, risk assessments based on electronic data are completed before vehicles arrive at borders or ports. Customs officials can directly access information within the system, reducing the need for manual verification of paper documents and theoretically shortening the time spent waiting for customs clearance at ports.

However, in practical terms, the system is currently in a pilot phase, meaning not all trucks can utilize it immediately:

1. The pilot program is currently focused on the Caspian Sea ferry segment between Turkmenistan and Azerbaijan. Chinese exit ports have not yet fully integrated eTIR, so trucks departing from China must still complete traditional TIR procedures.

2. The number of vehicles included in the pilot is limited, and ferry capacity is tight during peak seasons; do not assume that every shipment is eligible for electronic customs clearance.

3. Document consistency remains a critical requirement; the cargo description, weight, and seal number declared electronically must match the actual goods 100%. Any discrepancies can result in the vehicle being detained. A practical reminder for domestic export enterprises: If you plan to ship goods to West Asia via the Trans-Caspian TIR route, be sure to confirm with your freight forwarder whether the vehicle is participating in the eTIR pilot program; do not blindly expect a drastic reduction in transit times. In the long run, however, as the eTIR system matures, the competitiveness of Trans-Caspian multimodal transport will further increase, making it a key option for westward shipments from Central Asia.
