In accordance with the latest customs regulations from the Eurasian Economic Union and Kazakhstan, the second phase of Kazakhstan’s electronic navigation seal system will officially launch on July 31, 2026. This move comprehensively upgrades cross-border freight supervision rules and directly impacts road freight transiting through Kazakhstan to Russia and Belarus. The core adjustment of this new policy is the significant expansion of the scope of the electronic navigation seal requirement. Previously, only specific categories of goods required these seals; however, after July 31, all road freight transiting through Kazakhstan from China to Russia or Belarus must be fitted with a standardized electronic navigation seal at the China-Kazakhstan border crossing. Vehicles and cargo lacking compliant seals will be denied customs clearance. Additionally, rail freight shipments involving light industrial products, radio-electronic equipment, tobacco, alcohol, and sanctioned goods have also been brought under the mandatory sealing and supervision regime.

This policy aims to eliminate issues such as fraudulent transit and "gray" customs clearance, enabling end-to-end shipment tracking and real-time dynamic monitoring; it represents a crucial step toward the digitalization of cross-border logistics compliance within the Eurasian Economic Union.
