China implements comprehensive zero tariffs with 53 African countries that have diplomatic relations with China! The world's first case, a win-win situation in both directions!

On May 1, 2026, an epoch-making policy was officially implemented - China implemented zero tariffs on 100% of tax items from 53 African countries that have diplomatic relations with Africa, without quota restrictions and without any political conditions. This is the first major economy in the world to achieve full coverage and zero tariffs for African countries that have diplomatic relations with Africa. It is not only a vivid practice of China and Africa sharing a shared future, but also China’s responsibility as a major country in expanding high-level opening up and promoting mutual benefit and win-win results!

1. Policy core: from 33 to 53 countries, full coverage, no exceptions

Policy implementation time

December 1, 2024: Be the first to implement 100% zero tariff for 33 African least developed countries.

May 1, 2026: Expanded to include all 53 African countries that have diplomatic relations (54 countries in Africa, only Swaziland has not established diplomatic relations).

Validity period: 2026.5.1-2028.4.30, long-term consolidation through partnership agreement. Three “full coverage”

Full country coverage: 53 African countries with diplomatic relations are included, regardless of development level.

Full coverage of tax items: 100% zero-tariff products for tax items - agricultural products, mineral products, light industrial products, processed foods, handicrafts, etc. are all tax-free.

The system fully covers: supporting green channels, electronic origin, mutual recognition between inspection and enterprises, faster customs clearance and low cost. Two categories of countries

33 least developed countries: already enjoy full zero tariffs starting from December 1, 2024 (such as Ethiopia, Tanzania).

20 developing countries: added from May 1, 2026 (such as South Africa, Nigeria, Kenya, Egypt, Algeria).

2. Why Africa? A two-way win-win situation, not a one-way “profit sharing”

For Africa: Opening up a huge market of 1.4 billion people

Exports surge: Zero tariffs directly cut off the tariff cost of up to 30%, and African coffee, flowers, cocoa, avocados, red wine, minerals, etc. enter China at lower prices.

Industrial upgrading: Stable orders are forcing Africa to increase production capacity, improve logistics, and upgrade standards to help integrate into the global value chain.

Improvement of people's livelihood: Export growth drives employment, increases income, and benefits ordinary people. For China: enrich supplies, deepen cooperation, and expand space.

Consumer benefits: African specialties (Kenyan flowers, Ethiopian coffee, South African red wine, Nigerian cocoa) are available at lower prices and with more choices.

Business opportunities: Import trade: Zero tariffs reduce procurement costs and expand profit margins.

Export investment: The African market has become more open, and the export of electromechanical, light industry, and infrastructure production capacity has become smoother.

Cross-border e-commerce: Green channel + electronic customs clearance, China-Africa cross-border e-commerce is ushering in an explosive period.

Strategic significance: Against the background of rising protectionism, we should set an example of openness, inclusiveness, mutual benefit and win-win results, promote South-South cooperation, and stabilize the global economy.

3. China-Africa economic and trade report card: rapid growth, promising future

2025: China-Africa trade volume will reach US$348 billion, a year-on-year increase of 17.7%, a record high.

After zero tariffs: annual growth is expected to be 20%+, and is expected to exceed US$500 billion in 2028.

Structural optimization: shift from single resource trade to diversified cooperation in agricultural products, manufactured products, services, and investment.

4. Practical Guide for Enterprises: How to enjoy the zero-tariff dividend?

1. Conditions of enjoyment

Products originate from 53 African countries with diplomatic relations (in compliance with rules of origin).

Provide a certificate of origin (electronic version has been opened, and the application will be reviewed immediately).

2. Convenient customs clearance

Customs green channel: priority inspection and rapid release.

Mutual recognition of inspection and quarantine: Reduce repeated testing, reduce time and costs.

3. Key opportunity categories

Agricultural products: coffee, flowers, cocoa, tea, nuts, avocados, aquatic products.

Mineral products: gold ore, diamonds, copper, cobalt, manganese (key raw materials for new energy batteries).

Light industrial products: leather goods, wood carvings, textiles, handicrafts.

Food processing: chocolate, juice, canned food, red wine.

5. Responsibility for a big country: a promise worth a thousand dollars, and what you say you will do.

From the announcement of the Forum on China-Africa Cooperation in 2024, to its expansion in 2025, and then to its full implementation on May 1, 2026, it took less than two years to advance at every level and do what we say. This is not a temporary policy, but an institutional and long-term arrangement, which will continue to be deepened through the negotiation and signing of a joint development economic partnership agreement in the future.

In the face of countercurrents of unilateralism and protectionism, China has proven with practical actions: Openness brings progress, while closure will inevitably lead to backwardness; mutual benefit and win-win are the right path in the world!

6. China and Africa join hands, the future is already here

Zero tariffs are not the end, but a new starting point. This policy will profoundly change the economic and trade pattern between China and Africa, turning China's large market into a new opportunity for Africa's development, allowing high-quality African products to enrich the lives of the Chinese people, and promoting the construction of a China-Africa community with a shared future to be deepened and solidified!
