International freight traffic dynamics

What procedures are required for a US company to import goods?

1. No Import License Required:
In most cases, imported goods do not require a special import license. However, if you are importing food, medicine, tobacco, alcohol, or hazardous materials, you may need permits from other agencies (such as the FDA or TTB).
2. Customs Declaration Procedures:
Every shipment of imported goods must be declared to U.S. Customs and Border Protection (CBP). You need to fill out CBP Form 3461 or submit the relevant information electronically to ensure the goods comply with import regulations. It is generally recommended to use a freight forwarder or customs broker to assist with these procedures.
3. Federal Tax Identification Number (EIN):
As an importer, you must have an Employer Identification Number (EIN), which is required for filing taxes with customs and tax authorities.
4. Customs Bond:
If the value of the imported goods exceeds $2,500, or if the goods are subject to regulation by other federal agencies, you will need to apply for a Customs Bond. This is a guarantee to customs that you will pay duties and other fees. There are two types of bonds: Single Entry Bond: Suitable for companies that only import goods a few times a year. Continuous Bond: Suitable for companies that import frequently; it is valid for one year and covers multiple imports.
5. Commodity Classification and Tariffs:
All imported goods must be classified according to U.S. Customs regulations, and the corresponding tariffs must be paid. Each commodity has a corresponding HTS (Harmonized Tariff Schedule) code, and you need to ensure that your goods are correctly classified to avoid paying incorrect duties.
6. Using a Customs Broker:
If you are unfamiliar with the process, it is strongly recommended to use a customs broker. They can help you handle all the relevant procedures, ensuring compliance and avoiding unnecessary delays.
7. Additional Permits for Specific Goods:
If you are importing specific categories of goods (such as food, textiles, etc.), you may need additional permits and inspections to ensure compliance with federal regulatory requirements.

Importing goods may seem complex, but by understanding the rules and preparing the necessary materials in advance, the entire process can be completed smoothly.
